The Housing Choice Voucher Program (HCV) (Section 8) provides decent, safe and sanitary affordable rental housing for very low-income families throughout Jackson County. Housing is made affordable by assisting the family with a portion of the rent. A family pays approximately 30% of their monthly income for rent and Jackson County Housing Authority pays the remainder of the rent directly to the owner.

Projected wait times for the HCV Program are approximately 3-4 years. The waiting time depends on the number of participants leaving the program and budgetary constraints.

What are the different types of voucher programs?

Project Based Voucher is similar to the Housing Choice Voucher Program in that participants will pay approximately 30% of their income toward rent and utilities however, with this program, the assistance is tied to a specific unit. The units are located in affordable housing developments throughout Jackson County. 

Since 1997, HAJC has been awarded special purpose voucher types to serve non-elderly (under age 62)  disabled individuals and families who are homeless, at risk of homelessness, or living in an institutional setting (NED). These NED vouchers enable non-elderly individuals or families with disabilities to access affordable housing on the private rental market by paying a rental subsidy to the landlord. Families with only a minor child with a disability are not eligible.  

Applicants will be selected from the HCV waiting list as vouchers become available. Additional paperwork may be required.  

The United States Department of Housing and Urban Development (HUD) and the United States Department of Veterans Affairs (VA) have created a program called Veterans Affairs Supportive Housing (VASH), or HUD-VASH, which distributes vouchers every year to eligible homeless and otherwise vulnerable U.S. armed forcesveterans. This program was created to pair HUD-funded vouchers with VA-funded services such as health care, counseling, and case management.  

Who can apply for the HCV program?

All individuals and families, regardless of age, religion, gender identity, sexual orientation, marital status, or disability, that meet the current income limits, may apply. At least one member of the applicant family must be a US citizen or possess eligible immigration status to qualify.

Portability

An eligible household that has been issued a Section 8 Housing Choice Voucher (HCV) may use that voucher to lease a unit anywhere in the United States where there is a public housing agency operating a Housing Choice Voucher Program. This feature of the program is referred to as portability.

If you are currently on the Section 8 HCV Program and wish to port your voucher to the Housing Authority of Jackson County (HAJC) from another location, you must first contact your local housing agency and request a portability transfer to this area.

Are you accepting new applications?

Currently, the waiting list for the HCV program is open.

What are your eligibility requirements?

Where am I on the wait list?

HAJC cannot confirm your placement number on the wait list. Reaching the top of the wait list depends on a variety of things, including the date and time your application was received and funding.

How long will it take to receive a voucher?

The average wait for a voucher is approximately 1 to 2 years. We cannot predict when your name will reach the top of the waiting list.

What size bedroom will my family be eligible for under the HCV program?

HAJC calculates your bedroom size based on 2 people per bedroom regardless of age, gender, and relationship.

When do I report changes in my income, job or family living situation?

As an HCV program participant, you are responsible to report all changes if your income and household composition within 10 business days of the change.

All reporting must be done in writing by completing an Interim – Change Report.

Can I move with my voucher?

Yes, you may move with you voucher if you meet the qualifications for moving. The “Guide to Moving” will provide you with the guidance necessary to start the move process. If you have any questions, contact your case coordinator.

Can I move to another county or state with my voucher?

Yes, you may transfer your HCV to another county or state if you are in good standing with HAJC to move. If you wish to Port Out (transfer), you must contact your Case Coordinator to determine if you are eligible to port.
